Are you sure the openstartmenu.exe is located at C:\Users\phenyll\rainmeter\openstartmenu.exe?

Yes, the File was in the correct folder. Also the path was completely correct. I could see that because it did work, when i disabled the option "/mouse".
finally we got it sorted out in the irc. you have to watch out for the quotes:
is not correct, because only the file is being executed andd mouse is just an option and is therefore additionally and exclusive. It must not be within the qoutes. This also counts for all other possible options.

this thing actually works!!
oh yea i have w7 32bit
i have fully replaced the original task bar with rainmeter. i used the enigma panelled taskbar and intergrated my own set of links. i also replaced the start orb with rainmeter with start killer. there are alot of appss that can hide the taskbar-i use visage which can also change the transparency of the current window or the start menu and it can also hide taskbar.
the only thing that bugs me is that this doesnt fully hide the taskbar. as i when a notification comes on on the tray, the taskbar reappears. is there any way that the app can overide it?

Using that you can make the new bar completely transparent and the popups won't make it less so.
There's a lot to customize. And the start menu pops up on the desktop if you right click.

If you want it not to show certain apps, then: Not that I know of. It will read the start menu just like the original will.
It just replaces it with new look and make it more useful (in my opinion).

i tried it...but i have to dissapoint u...i dont actually like the crude style
