I incidentally read the post http://www.rainmeter.net/forum/viewtopic.php?f=14&t=1375 a few days ago.
I am not sure I fully understand what they are talking about, but it sounds kind of fun to have a tiny file manager inside Rainmeter.
After some coding I have a plugin/skin to list the files in the folder:

Click a folder will go into it, and click a file will run it.

I am stuck in multi-select and scrolling so the plugin has very little practical usage now. However I think I could use it as a dock alternative once the icon is functional.

Nice work elestel! Could I use this to display just the file count or the size?

The icon and file size is functional, but still find no good way to scroll...

time to make a directory with all kind of shortcuts, makes a new sort of start menu
this goes into my skin as a dropdownmenu on my taskbar right under "HD C values"

Did you mean that you don't know how to code it, or do you mean you don't know a method to scroll, but know how to code it?
I would suggest that you add a little (maybe customizable) scrollbar left of the file-list to scroll through the files ;)

If a scrollbar is not possible maybe you could add a setting to display X number of items, then use bangs to display next or previous X number of items.

Another suggestion I have is filtering by filetype, so if you only wanted to show say mp3s and not albumart.
