Not sure if this is the right place to put this.

But i am wondering what part of the forum is the best place to start learning how to create something

Any help would be glady accepted

I can suggest you to download a skin (what you like) and start to play with it, open the ini file and with documentation try to change or add something.

Warning! ...once you start to play with Rainmeter, you'll become addicted! ;-) :D

oh trust me when i seen a desk top picture of one i was addicted before i even downloaded the program

Couldn't have said it any better. Once you learn how things work, that's about the point where you develop your own skins from scratch.
