Hard to guess, since they're pretty common in nature. You could try using Google or another service to search by image (the background wallpaper might influence this)...

So, he knows the name of the skin but he modified its code, is that it? Are you happy with the result? Can you use it, if so?

Frankly, knowing the skin name isn't even needed here, you can easily replicate the clock part from the right screenshot in your OP - it's just a green rounded rectangle Shape meter, a Time measure getting the time, a String meter referencing and displaying the outcome of the Time measure, and a simple Clock Image meter. The changed skin is based on the same elements / sections, with a few adjustments like omitting the : from the Time measure's Format option or using what it looks like a photoshopped image instead of a shape as the skin's background.
